Why is the curvature tool not 'snapping' to anchor points?

I'm a beginner just learning the basics of illustrator. I'm having a problem with the curvature tool not snapping to another path. Some help would be appreciated!

The curvature tool is automatically snapping to existing points (when within reach), but it cannot show that very well. So when you turn on smart guides, you can also see it.

I had the same issue, except turning Smart Guides off made my curvature point be able to snap to the anchor point. I am also new to Illustrator; just thought it was interesting that the opposite worked for me. Snap to Glyph and Snap to Point remained on.
