Why is there a "default baseline shift" in Settings > Type?

Illustrator has the setting (default is 2 points), but what is it used for? I've tried adding a large (visible) number (such as 14 points), setting type on a fixed grid, seeing if my baseline clicks changed increments in the Character palette, etc. In short, I don't see any change in behavior. 

What is it for?

Select some type, hold alt + shift and tap the up/down arrows.

The preference is the default increment.
