Fresco is mainly a raster image design app that has some limited vector capabilities (vector brushes).  Similar to procreate but with some differences.  Illustrator is a vector design app.  I have a 2016 9.7" iPad Pro with 128Gb and I'm able to run both Fresco & Illustrator for iPad easily.
