Adobe AI specific measurement help

Hello all, I am currently working on a project on AI that requires specific measurements, I have two questions that I hope the community can help me with. is there a way to do it or a plugin I can install to make this work?

Is there a way to use the curve tool to draw a specific line by the measurement of 2.5cm, for example, if I were to draw a curve using the curve tool, the system will always draw it in blocks of 2.5cm so it will always end out with a curve length by the multiples of 2.5cm?

How do I change an expanded text into a single stroke with 28 points width or is there a way to expand the text into a shape and change the whole shape to have 0.8cm width within them instead of changing the whole length of the shape?

As for the text conversion - I don't think I understand what you're trying to do there.
