There are lots of choices for beginners. Your decision on which way to go depends mostly on how you like to learn.
If you want a class or one-on-one training, I would recommend looking for an Adobe Certified Instructor (ACI). You can find an ACI through the Adobe Training Partner Finder at the following link: Adobe Partner Finder | Adobe Training & Certification
If you'd prefer watching video tutorials, I would start at Lynda.com: Illustrator CC 2018 Essential Training
There are many other choices for Illustrator on Lynda.
If you prefer learning from books, I personally like the Visual Quickstart Guide for Illustrator: Illustrator CC: Visual QuickStart Guide (2014 release): Elaine Weinmann, Peter Lourekas: 97801339870...
Others prefer Classroom in a Book: Adobe Illustrator CC Classroom in a Book (2014 release): Brian Wood: 9780133905656: Amazon.com: Book...
I'm sure you'll get many other recommendations from the Adobe Community.

In which country and in which language and in which field would you like to improve?
In some languages you will find specialized books on specific fields of interest, like some very advanced illustration books in Japanese or Korean or some fashion design books in e.g. English and German.
Also there are a couple of trainings available in several languages via LinkedIn Training.
