Annoying popups in Illustrator are driving me nuts

How do I turn them off please.

Unfortunately, they seem here to stay. But they should only pop up once each session.

They are literally taking over my tools. I can't select anything like a scissor tool or any tool that has multiple tools in it. Please, how do we turn them off. This is not a correct solution. I'm in a crunch and this time it's worse than ever.

Disabling the Rich Tool tips in the preferences doesn't help?

No, the "Learn" pops up all the time! Need to disable it. It's a waste of my time.
