Artwork size limit

I work at a print shop and I have started to see lately that PDF files, technically created in illustrator, have been sized bigger than 227".

I am not sure where they are coming from but when I open them in Acrobat, sometimes they are at full scale and other times they are at a reduced scale. The funny part is, when I open them in Illustrator they are again at these massive sizes...

Does anybody know if you can enter a scale as a PDF saving setting, maybe?

It has our system all confused, lol
