New user here.

I'm searching for a tutorial on how to annimate a still photo/creating continuous loop.

You do t do this with Illustrator. Photoshop for making very short small size loops. Otherwise elsewhere in CC.

as far as I can see, this image was prepared in Photoshop as multy-layer PSD file, then imported and animated in AfterEffects. Try to look for AfterEffects tutorials.
