Black arrow acting like Black arrow

Usally the white arrow, makes a square box around the selected obejct, with handles, and you can easily turn the object.

 

But now, all of a sudden, when I use the black arrow, it shows the points the white arrow shows, but I can't click them and move the indivitual points, like when using the white arrow. I cant scale, or turn the object with this. I don't know when it happend, but it is also aplied to all other files I open and have made in the past.

 

I tried to close illustrator, make sure it was updated, and restart my pc. None of that helped, I tried to research it, but I found nothing.

The Selection Tool (Black arrow) does not allow you to move individual anchor points.

 

It allows you to scale up and down, plus move and rotate a shape.

 

The Direct Selection Tool Allows you to move individual Anchor points...

 

I hope I am undertanding you correctly.
