Blurry when saving for web

Hi, 

This may be a silly question as I am new to this but I created a document and have been trying to save it for web, but every time I save it- no matter what my settings are (I also tried opening it in Photoshop to see if I could save it differently there) the images and text become blurry! I posted the example below. Thank you so much for your help!

It's a small document. That's all you can get from that size.
