in the video I wrote "Lemon" with my pen, as you can see the brush is lagging but the funny thing happen when I move the artboard (showed in the video).
however drawing with mouse is working fine, I've tried my pen on photoshop and it works well so my pen is not broken.
-it happen with brush tool, pencil tool, blob brush tool.
-Evertyhing is up to date
-illustrator version 25.0(64 bit)
-CPU and GPU preview did nothing
-I've closed the info panel (i've searched and some said to close this panel)
-My laptop is Windows 10, 12gb, i3 and Nvidia Geforce

Can you check if you computer meets the requirements?
At least the 12 GB of RAM is less than recommended: https://helpx.adobe.com/illustrator/system-requirements.html

I can't seem to edit the post to add some more informations so i'm just gonna put it here.
-brush lag don't happen in touch workspace BUT while I draw there is no brush trail so when I scratch my pen to the monitor it shows nothing until I lift the pen.
-pencil tool in touch workspace has the brush trail but it is blue.

another update, I got so curious so I keep playing around with the brush tool
- 10 pt. round brush worked with paintbrush tool and blob brush tool but not the pencil tool
- in touch workspace, everything is work but I have to turn on and off the stylus pressure on every stroke.
I think the bug is in the pressure detection or something
