Do you have a graphic tablet connected to your computer? If so: did you install it exactly according to the manufacturer's instructions? (unfortunately this is not trivial. It's incredibly frustrating getting the correct driver and intructions) If it's not a Wacom tablet, then on top of the original driver install a Wacom driver. If it's a Wacom, contact their support and don't let them go until it works.
