Can't edit multipage PDF in illustrator when I open entire file but can edit individual pages of PDF

Has anyone else run into this issue? I got a 15 or so page PDF that needed some quick edits (Did not create it or have the source file) When I tried to open the the entire file in illustrator none of the pages were editable. could not release a clipping mask or ungroup anything. It was basically turned into an uneditable photo on an artboard. When I pulled individual pages from the file into illustrator to edit - I was fully able to edit those specific pages. Why is this? Any solution?
