do you want to move individual anchor points? deselect the rectangle first, then try clicking on an anchor directly with the Direct Selection Tool (A). 

If you select your object with the Selection Tool (V), then switch to Direct Selection Tool (A), all anchors will be selected, dragging an anchor will move the whole shape.

if I understand you right:

try [Shift]+[Strg/Ctrl]+[B]

That means menu: View --> Show/Hide Bounding Box
