How do I merge layers in the iOS app version of illustrator? I can't find any help on this topic at all.
How do you want to merge them?
If you select the content that's on multiple layers, you can group it to have it all move to one layer within that group. To group objects, select them and either click on the Object icon on the right side (4th from the bottom and it looks like a rectangle with empty circles on each corner with 2 shapes in the middle with one overlapping the other) and select Group, or select them and in the context menu below, select the group icon (3rd from the right).

If you select them all, you can also use Shape builder (right side, 4th icon from the top) to combine shapes in a variety of ways and have the result placed onto the same layer.

Thanks but no, that just groups them. I want to merge the layers - combine two layers into one. A standard feature in illustrator / photoshop etc.

You mean like Pathfinder operation? Compound path?
