Can't Open Illustration. There is not enough room for the window; increase document area and try aga

Trying to open and illustration and I get this message. I've tried resizing the appliction window and it doesn't do anything, restarted Illustrator and that doesn't help. I'm at a loss here of why this is happening. Running windows 10 Pro, 16gb Ram

• Exact version of Illustrator
• Is the issue related to a specific document? If yes, could you please share the document with us? You can upload it to the Creative Cloud (https://helpx.adobe.com/in/creative-cloud/help/share.html) and share the download link. 
• Where are the files saved (Network Drive/ System HDD/ Shared Folder on System /External HDD)? 
• What all applications running in the background, when this happens?
