Can't Run Illustrator v25 After Install / Win10

Computer updated and installed Illustrator 25 alongside 24.3 but now neither will open. Old said things were missing (didn't screenshot the error) and would need to be reinstalled.

Uninstalled all versions of Illustrator, but now when trying to open v25 I am met with this, and the open fails:

Repeated uninstalls and reinstalls not helping. Running Windows 10.

When uninstalling, deleting old preference files along with the uninstall fixed this issue.
