I just installed the newest Illustrator version on a new device and when I try to open a new file, nothing happens, there's only a loading animation on the cursor. Setting the preferences to legacy interface does nothing. Templates don't open as well.
Illustrator doesn't care about Photoshop.
Please try if setting up the Windows PDF printer helps. Illustrator likes to find a printer when it's looking for one, which happens when opening or saving files.

Windows 10, Illustrator 25.
Tried resetting and deleting preferences, tried reinstalling, nothing works. And it turns out that I can't open existing files as well.

Is a printer connected, turned on and set up as the default printer?
Does Illustrator have full disk access?
What about your antivirus? Is it somehow interfering?

I don't have a printer connected.
The program should have full disk access. I tried disabling Windows Defender and I don't know if i succeeded, but no messages are displayed.
I also have Photoshop installed and it works perfectly.

When you report the version of Illustrator and operating system please also report as to whether you might be using a new Mac that has the M1 computer chip (you said you were using a new device). There have been many reports of problems with the M1 which is caused by the fact that Creative Cloud apps do not run natively with M1 but rather run through Apple emulation software called Rosetta 2.
