Cannot move objects when I make them small

I'm working on an visual organizational file, and am having trouble after everything having gone very smoothly. After adding the PNG image to the illustrator file, I embed it, then I make it smaller so it can fit into my organizational chart. Now once I make it smaller than a certain size, it cannot be moved at all. If it is larger, I can move it. Please help!

Hi. That issue happens just when you make click for select? What about making a selection frame (click and drag)? There is a "Selection tolerance" value that you can check in Preferences > Selection and Anchor display.

And what does this mean exactly? You need to be more specific and provide info on the image's original dimensions, how far you scale it and so on. Screenshots would certainly help, too, along with proper info about your document settings, your computer and so on.
