Changing print limits in Illustrator

There is this thing I have been trying to figure out for years. Most of the time I can manage around it but now I have some stuff I am trying to print in standard US letter size but the print limits cuts up part of the file. Is there any way to change the print limits? I cannot scale the file by changing the settings to "fit to page size".

Most printers cannot print to the edges of the paper. It's a hardware limitation.
