Clean/merge overlapping shapes or paths

Hello,

Does it exist some kind of clever tool or plugin how to quickly clean messed up DWG files. Some people are true pigs when it comes to DWG files and I am spending so much time to clean it up. 

Most of time the curves are not joint or many of them are overlapping each other. I have like 3 broken lines on each other and I have to prepare it for 3d.
