Controlling positions of dashes on a line?

Is there anyway to control where the dashes fall on a line? A handle, for example, that I can drag?

 

What I'm trying to do, actually, is create a simple animation of a dashed line going around in a circle. So I need just three frames, but I need the dashes to move along the stroke to create the illusion of movement.

Is it not practical to just rotate the circle? If you have, say, a circle of  114.5916px diameter (which Google tells me gets you a 360 px circumference), you could give it 10 px dashes and rotate it by increments to 10°, or some equivalent.

Yes, I was doing that, I was just wondering if there was a secret tool for accomplishing this. It's a bit of manual process to create as one shape, then squish after the fact, but it does work.
