I did some research after replying,
Even if Illustrator memory is insufficient, this error may appear and you may not be able to open.
If you can use Indesign or Acrobat, check to see if the data you are trying to open is corrupted.
If you can open it, it's a problem with Illustrator, so you may need to consider re-installing.

I updated both the macOS and Illustrator: The versions where the problem occurred are macOS 10.15 Catalina and Adobe Illustrator 23.1.1.

Worked for me, thank you!

 

Instead of allowing full disk access, I went to "Files and Folders" and checked the 2 options listed below "Adobe Illustrator 2020". See image below
