You need to click on  the layer's target symbol (the circle). Then apply the effect. Highlighting the layer is not sufficient.

Transform effect needs to be applied to the layer. Like so: https://vimeo.com/203308388

 

Or use the Repeat function, in case you have version 25.1

Use the transform effect to just draw your pattern.

Hey! thanks for trying to help.
What do you mean by target the layer? as it can be seen in the video i marked  the layer with the blue circle sign and just then apply the effect, what do i mean by target?
