Cut out a shape from an image in Illustrator

Hi, I am trying to cut out a circle from a jpg image. I need the circle to be "see through." I've tried the pathfinder tool and it doesn't do anything. I'm guessing this is because I am using a jpg. Can anyone help?

Put a black circle on top of your image.

Select both and click Make mask in the Transparency panel.

Uncheck Clip and Invert mask.
