Defining separate value axis within a combo graph (Illustrator 2021)

I've successfully managed to combine a bar and line graph which are using different axis scales. If I leave illustrator to define each axis, I get 5 divisions on one side and 7 on the other which makes the graph hard to read so ideally would want to override the line graph axis and make it 7 divisions. However, when I do this and click ok, nothing seems to happen. It just doesn't seem to want to apply any change as even if I add a prefix or suffix, when I click ok, the format stays as is. Any advice gratefully received.

Illustrator will act funky with a combined graph and two axes. And unfortunately there's not a lot you can do about it.
