Discretionary hyphen not working

Why discretionary hyphen not working in illustrator cmd + shft +-. Please anyone let me know how I can fix this in illustrator.

I hope someone can provide you with a better solution, but it appears to me that in Illustrator the discretionary hyphen can move letters down a row to improve the break, but not up a row. I changed this break by selecting the portion of the word in the upper row and reducing the tracking value until the letters shifted.
