New document is missing presets for print. A4, A3 etc are now missing in AI 2021 (apart from my custom presets)
Presets for mobile, web film and video, illustration are still all there

Sorry to hear about this trouble. This doesn't sound like a generic issue as it's working as expected at my end. Could you please try resetting Illustrator Preferences (https://helpx.adobe.com/in/illustrator/using/setting-preferences.html) and let us know how it goes.

Hello Srishti. I have tried resetting preferences and it hasn't fixed anything. I still can't get AI to show default print sizes.
