Drag and dropping jpegs from Explorer is not working

Drag and dropping jpegs from Explorer is not working in 23.0.2 (2019).  It works correctly in 2018.  

How do I fix this?

Figured it out, I had "Remember Layers" checked.  I don't see how to delete my question.
