Effects gallery beyond stroke boundary

Does anybody know if you can apply effects in illustrator so that any brush stroke isn't limited to the boundary of the stroke but can extend beyond. Similar to applying as an option from the filter gallery in photoshop with the vector work rasterized. I unfortunately can't do this in photoshop because I need this at a really high resolution to try and get the effect I'm looking for which turns any psd into a psb and makes the filter gallery unavailable. Any suggestion is really appreciated

Sorry for the late reply, I've managed to reach the effect I was looking for in photoshop by turning my line drawing into a pattern. Thank you for the help though
