Floating tool panels stay on top of other programs

Another designer and I are having the same problem when using AI. Any floating tool panel stays open and on top of the screen even when switching to another program. I've learned I have to close the panel and minimize AI in order to work in other programs. Curious if anyone else has this issue and if you've found a solution. ID seems to have the same issue but not as often.
