Grunge/Graffitti style color

I'm making a vector map in Illustrator and wish to apply the grunge/graffitti-style color used in this typewriter (not the same colors, of course). What is this effect called and is it created in Illustrator or Photoshop? Know of any good tutorials for this?

It's probably just a black and white artwork overlayed on a photo of some rusty metal stuff.

The black and white artwork could be produces in Illustrator though maybe not by some automatic filter fx. Please show your image in order to get more detailed help.
