That pretty much just looks like a regular grid pattern which can easily be created by repeating a dot element in suitable manner. Coloring would then be the only issue, but even that may be doable with relative ease by using blending modes like Difference on top of the artwork. Anyway, chances are that this was doen entirely in Photoshop with the Halftone filter having been applied to a uniform black solid to get even distribution, then using this as a layer mask on another layer and simply erasing the unwanted dots.
