Has "Expert" Certification for programs like Illustrator and Photoshop been done away with? I can't find any information on the Adobe website.

Yes. Adobe no longer has certification as an expert for a single program like Illustrator or InDesign. You are now required to take a test for the Design and Layout programs, the Video Editing programs or the Adobe XD software if you want to be a certified Adobe Expert.
