Help with the rectangle tool- can't layer anything on top

I've been having trouble with my rectangle tool. When I add a shape onto my artboard, anything i want to add over it (for example, text) keeps getting underneath. I've tried the "arrange" option, and sent my shape "to back". but still, anything I try layering over keeps getting underneath..

It sounds like the rectangle is on a layer above the content that you're adding. When you use Arrange > Send to back on the rectangle, Illustrator is sending that sublayer to the back of its layer. If that layer is above the other content, then you'll need to go to the Layers panel and move the layer with the rectangle below the other layer.
