I got the file from a designer and I wanna know which effects he used in that specific file. How can I see and identify that?

Assuming that this is an Illustrator (.ai) file, you need to open the document and examine the Layers panel and, perhaps more importantly, the Appearance panel to determine how the work was constructed and what effects were applied.
