Yup. HTML is definitely the way to go. Good decision!

That is a feature that InDesign has. Illustrator does not have that feature. In Illustrator you would need to draw a separate rectangle and position it underneath the text.

If you want to put a background color under ALL of the text, not just a single word, you can do it.
With the Text tool, drag to create a text area and type your text. With the tip of Direct Selection tool, carefully select the edge of the area. Now when you apply a color it will be applied to the whole area instead of the type.

You can export an InDesign file as HTML, however your special highlighted word will display as a plain underline in HTML.

I will do it directly in a file html, with CSS. For example like this: #p1 {background-color:rgba(0,100,255,0.2);} /*CSS*/, and in the html-File: <P>This will be <span id="p1">text</span></p>
