How do I permanently disable what ever this is called?

This blue box pops up every time I start Illustrator. I see no way of disabling it. Please help.

If this doesn't go away after you clicked OK, then something could be wrong with your preferences.

It goes away after I hit ok, but everytime I launch illustrator is comes back up.
