How to create this Whispy Texture in Illustrator?

Good morning! I'm loving the effect of creating a whispy texture over some of my designs, but I'm not sure if it's a brush effect clipped to size or if it's an applied texture I can purchase? Any thoughts are greatly appreciated!

You may take a photo of a misty sky and use that as the substructure for your texture.

If you have a Wacom, I would think that you might be able to create this using the watercolor brushes and play with opacity and maybe blending modes. It depends on your experience painting and with the Wacom and pressure sensitivity, but definitely doable.
