How to merge colours through eyedropper tool

Hi,  I'm new to Adobe and wanted to use this software to design fashion pieces and explore my creativity! 

 

I have a few landscape images of sunsets/oceans that i am using for colour inspiration, but I want to combine these colours through using the eye dropper tool to apply to a new object to create a multicoloured sample design. Is this possible to do and what woudl be the best software for this?
