How to Recreate this Effect?

Hello, I was wondering how I can get the jagged edges that you see in this image. Is there an effect for it in Illustrator? The Zigzag effect and Roughen effect are too random to create this. Thank you!

It's called a slit scan effect, i.e. individual lines having been "scanned" with slight temporal delay. It's a common technique for pixel based programs using displacment maps. Should be easy enough to re-create by slicing up your artwork into strips and then staggering them manually or using the alignment tools.

Thank you! Is there a fast way to shift each strip by a certain degree like 10 degrees or do I have to manually drag each strip. Which alignment tool can help me get the stagger I need automatically? Thanks again!

Convert type to outlines

Draw horizontal lines across

Select all and pathfinder Divide

Delete all invisible paths

Select all the horizontal "strips" that need to stay together and make compound paths

Select the whole thing and use the shear tool

Then Select the first strip and move it the the right.

Select the next strip with Shift press and "Transform again"

Repeat.
