How to replicate a clipping mask on gaussian blur?

Hello,

I'm trying to replicate a Japanese logo (first picture) into English, but this (second picture) is the closest I could get. I could get the clipping mask to work on the type itself because it was an object, but not on the gaussian blur stroke. Note: the background is red, not the dots, the dots are transparent. I tried clipping masks, opacity masks, rasterizing the blur and doing masks, and nothing works.

Is this even possible??

Thanks

You could group the ink splats, select them together with the type and click Make Mask.
