How to resize PDFs for printing?

I have many pdfs that I need to have printed and didn'tr realize how large the artboards were until I turned on the rulers. I only need them to be around 8x11in but right now they are around 14x22in which apparently can cause issues when downscaling. Is there any way I can export these as smaller pdf dimensions for printing? I attached a blank example below.

As I (mis)understand it, I am afraid you have a more serious issue, namely that the 14x22in has completely different proportions, 7 x 11 instead of 8 x 11. Either there will be distortion with 8 shrunk to 7 or white space (top and bottom of Letter landscape) to fill the emptiness between 7 and 8.
