How to scale icons and text in Illustrator's UI?

Since last Update Illustrator opens with different, bigger sizes of all windows, tools and fonts. Look at the screenshot comparing Illustrator-window to the Photoshop-window.

It is not always visible, it depends on your monitor settings.

Hi how do you get the UI scaling to show, I cannot find it and its making me really frustrated.
