This is year 2020. All Adobe apps let you customize keyboard shortcut combination however you want. Illustrator though, no. It must adhere to some obscure idea from some 25 years ago by not allowing a keyboard shortcut for menu items if the Ctrl key is not included.
This drastically limitsthe amount of keys one is able to map to certain functions, since in every hotkey we must include Ctrl.... Thus limits productivity.
Not to mention that scripts still cannot have hotkeys...
Please fix this

I quite agree with your complaint.
You may report it on Uservoice again (though it has been a well-known shortcoming for about two decades).
