Illustrator arrange function shortcuts as well as manual not working

Hi everyone,

This has been going on for a while (the keyboard shortcut for arranging suddenly stopped working). I postponed asking for help since I could still arrange them manually.  Manual has now stopped working too. I just updated to BigSur to see if it would help, it did not.

I would appreciate the help.

I don't know how to delete the post, 
I restarted my computer after the update and it works
