Illustrator does not remember the state of the layers (opens file without collapsed layers)

Hi, 

Sorry if this is a recurring theme but I am on Illustrator 2020 and can't find an answer. Everytime I open a file with lots of Layers, the file opens with all the layers expanded—even though they were all closed when I last saved the file. Kinda annoying when you have tons of layers that you inherited from someone else…I tried placing them in a new top layer and option clicking that but it did not work. Does anyone know a quick fix? Thanks.
