illustrator not opening because of read and write error

I bought a new laptop and got all my files from my old computer on my new one. I downloaded all the adobe apps back and all of them work except Illustrator. Everytime I open it an information pops up saying I need to change the preference folder permission. I then follow the instructions but it still won't work after that. I've changed the permission for read and write on almost every app or folder I can think of that Illustrator has a connection with. I've restarted my computer a million times but I just can't find a solution. Please help!!

What exact OS version are you running?

Reset Prefs Thoroughly (Mac)

• Quit Your Adobe App (100% you must do this)
• Finder >> Go (hold down option to show hidden) >> library 
• Preferences >> Adobe  >> (Program Name) rename to (Program Name) .old
• Library- >> Caches >> com.(Program Name) rename to (Program Name) .old
• Library >> Application Support >> Adobe >> (Program Name) rename to (Program Name) .old

Reset Prefs Thoroughly (windows):

• Close all Adobe applications.
• Go to Location : C:\Users\user\AppData\Roaming\Adobe
• Rename Adobe Illustrator and Adobe Illustrator XX Settings folders to Adobe Illustrator.old and Adobe Illustrator XX Settings folders.old
• Launch Illustrator from CC.
