Illustrator opening with glitch

I am running into an issue where when i create a new document or try and open one it opens with lines running across and now toolbar on the top. The issue began a few days ago then i was able to open it again randomly and now it is glitching again. Has anyone experienced this before? I have no idea how to troubleshoot it. I am on Windows
