I have a 1.75 inch wide rectangle placed atop a 1.75 inch wide artboard. Strangely, the artboard is wider than the rectangle. If they both read as equal widths, how can this be? And, which dimension is correct? Are any of the dimensions correct?? The size difference is about .0038 inch. Yes it is a small difference, but any idea why and how can that be fixed, as it should be exact?

0.0038in = 0,1mm (a stroke is possible)

A Stroke would increase the size of the bounds of the rectangle if not aligned inside, but in that case, with Use Preview Bounds unticked, the rectangle ought to be larger than the Artboard, rather than the opposite (funny that the spell check shows an error for Artboard in this forum).
The size difference is about .0038 inch.
Is that based upon an independent measurement of a visual difference?
One thing that could explain the (apparent) discrepancy would be a the rectangle with an Effect>Path>Offset Path with a negative value (-0.0019 inch).
What happens if you Use Preview Bounds, which would state the actual outer bounds of the rectangle (and reveal such a negative Offset Path effect)?
Undoubtedly, a screenshot showing the Appearance palette as suggested by Hans-Jürgen would reveal whatever is the matter.

select the object and hit CMD+; and see if you have a guide selected that was hidden
